المياه توقع اتفاقية مشروع توليد الكهرباء من الغاز الحيوي في محطات الصرف الصحي بقيمة 3.3 مليون يورو

في إطار جهود وزارة المياه والري وسلطة المياه الأردنية لتعزيز كفاءة الطاقة وخفض كلف التشغيل وتعزيز الاستدامة في قطاع المياه، وقع امين عام سلطة المياه المهندس سفيان البطاينة مع ممثل الائتلاف الاستشاري السيد ماتياس ميليتش ممثلاً عن شركة Fichtner Water & Transportation GmbH الألمانية وشريكها الأردني شركة Engicon.اتفاقية خدمات استشارية بقيمة 3.3 مليون يورو لتنفيذ الخدمات الاستشارية ضمن برنامج "تحسين كفاءة الطاقة من خلال توليد الكهرباء من الغاز الحيوي في محطات معالجة مياه الصرف الصحي".
ويأتي تمويل البرنامج من خلال نحو 20 مليون يورو ضمن التعاون الألماني الثنائي، إضافة إلى منحة بقيمة 10 ملايين يورو مقدمة من الاتحاد الأوروبي كتمويل مشترك، كما يندرج البرنامج ضمن برنامج التمويل القائم على النتائج – المرحلة الثانية (Results-Based Financing – Phase II) المدعوم من بنك الإعمار الألماني (KfW)، بما في ذلك الأنشطة ضمن الحزمة الأولى.
ويُعد البرنامج من المبادرات المهمة في قطاع المياه الأردني، لما يتضمنه من حلول مبتكرة ومستدامة تجمع بين تطوير البنية التحتية، ورفع كفاءة الطاقة، وإعادة استخدام المياه المعالجة، والاستفادة من الغاز الحيوي الناتج عن عمليات معالجة مياه الصرف الصحي لتوليد الكهرباء. كما يهدف إلى تحسين كفاءة إدارة الموارد، وزيادة الاستفادة من مصادر الطاقة النظيفة والمتجددة، وتعزيز استرداد الكلف، وتمكين إعادة الاستخدام الآمن والمفيد للمياه المعالجة لأغراض الري، إلى جانب الحد من الآثار البيئية وانبعاثات غازات الدفيئة.
كما يعزز البرنامج مشاركة القطاع الخاص والاستفادة من خبراته الفنية والتشغيلية المتخصصة، بما يسهم في ضمان استدامة وكفاءة وأداء أنظمة المياه والصرف الصحي على المدى الطويل.
وحضر التوقيع السيدة لورا شنيتلر، رئيسة التعاون الإنمائي في السفارة الألمانية، والسيدة نسرين حدادين، من مكتب بنك الإعمار الألماني (KfW) في الأردن، والسيد باولو زينغالي، رئيس قسم التعاون في بعثة الاتحاد الأوروبي لدى الأردن، والسيد عمر أبو عيد، مدير برنامج الطاقة والبيئة وتغير المناخ، إلى جانب مدير إدارة التخطيط والإدارة المهندس سلطان المشاقبة، ومدير البرنامج المهندس مدين الربابعة، وعدد من كبار المسؤولين وممثلي الجهات والمؤسسات المشاركة.
وبموجب نموذج تنفيذ المشروع، سيتولى المقاول الذي ستتم إحالة عطاء تنفيذ الأعمال عليه مسؤولية تنفيذ الأعمال وتشغيل وصيانة الأنظمة لمدة 15 عاماً، بما يربط بين أعمال التصميم والتنفيذ وكفاءة التشغيل والأداء المستدام على المدى الطويل.
ويأتي البرنامج انسجاماً مع الأولويات الوطنية للمملكة في تعزيز الأمن المائي، وتحقيق التنمية المستدامة، ورفع كفاءة استخدام الموارد، والتوسع في إعادة استخدام المياه المعالجة، كما يدعم نهج الشراكة بين القطاعين العام والخاص الذي تؤكد عليه البرنامج التنفيذي الثاني لرؤية التحديث الاقتصادي للأعوام 2026–2029.
وسيدعم البرنامج أعمال تأهيل محطات معالجة مياه الصرف الصحي في غرب جرش وشرق جرش وكفرنجة، إلى جانب تطوير مرافق معالجة الحمأة وإنتاج الغاز الحيوي.
ويهدف المشروع إلى الاستفادة من الغاز الحيوي الناتج عن عمليات معالجة مياه الصرف الصحي لإنتاج الكهرباء النظيفة داخل محطات المعالجة، بما يسهم في تقليل الاعتماد على مصادر الكهرباء التقليدية وخفض كلف الطاقة والتشغيل، ورفع الكفاءة والاستدامة العامة لمرافق معالجة مياه الصرف الصحي.
وفي الوقت ذاته، ستسهم أعمال تطوير وتحسين جودة المياه المعالجة في دعم إعادة استخدامها بصورة آمنة لأغراض الري، بما يعزز المحافظة على مصادر المياه، ويوفر مورداً مائياً إضافياً لأغراض الري، ويحد من الضغط على مصادر المياه التقليدية.
ويعكس هذا البرنامج استمرار التعاون والشراكة بين الأردن وألمانيا والاتحاد الأوروبي في دعم جهود تحديث قطاع المياه ورفع كفاءة الطاقة والتوسع في إعادة استخدام المياه المعالجة وتحقيق الاستدامة طويلة الأمد لقطاع المياه في المملكة، في ظل الدعم المستمر الذي يقدمه بنك الإعمار الألماني (KfW) والاتحاد الأوروبي للبرامج والمشاريع الاستراتيجية ذات الأولوية في قطاع المياه الأردني.

Ministry of Water and Irrigation and Water Authority Sign Agreement for Biogas-to-Electricity Generation Project
As part of the efforts of the Ministry of Water and Irrigation and the Water Authority of Jordan to enhance energy efficiency, reduce operational costs, and promote sustainability in the water sector, the Ministry and the Water Authority have signed a EUR 3.3 million Consultancy Services Agreement for the implementation of consultancy services under the “Improving Energy Efficiency through Electricity Generation from Biogas at Wastewater Treatment Plants” Programme.
Approximately EUR 20 million is being provided through German bilateral cooperation, in addition to a EUR 10 million grant from the European Union as co-financing. The Programme also forms part of Results-Based Financing – Phase II, supported by KfW Development Bank, including activities under Cluster 1.
The Programme represents an important initiative in Jordan’s water sector, promoting innovative and sustainable solutions through infrastructure development, energy efficiency, treated wastewater reuse, and the utilization of biogas generated through wastewater treatment for electricity production. It aims to improve resource management, increase the use of clean and renewable energy, enhance cost recovery, and enable the safe and beneficial reuse of treated wastewater for irrigation, while reducing environmental impacts and greenhouse gas emissions. The Programme also promotes private-sector participation and the use of specialized technical and operational expertise to support the long-term sustainability, efficiency, and performance of water and wastewater systems.
The agreement was signed on behalf of the Jordanian side by H.E. Eng. Sufian Bataineh, Secretary General of the Water Authority of Jordan, and on behalf of the joint consortium by Mr. Matthias Milic, representing Fichtner Water & Transportation GmbH of Germany and its Jordanian partner, Engicon.
The signing ceremony was attended by Ms. Laura Schnettler, Head of Development Cooperation at the German Embassy, Ms. Nisreen Haddadin, Senior Portfolio Coordinator for the Water Sector at the KfW Development Bank Office in Jordan, Mr. Paolo Zingale, Head of Cooperation at the Delegation of the European Union to Jordan, and Mr. Omar Abu Eid, Energy, Environment & Climate Change Programme Manager, in addition to PMD Director Eng. Sultan Mashaqbeh, Programme Manager Eng. Medyan Alrababah, and other senior officials and representatives of the participating institutions.
Under the project implementation model, the contractor to whom the works contract will ultimately be awarded will be responsible for implementing the works and subsequently operating and maintaining the systems for 15 years. This approach links design and construction with long-term operational performance and sustainability.
The Programme is aligned with Jordan’s national priorities for water security, sustainable development, resource efficiency, and water reuse, and supports the public-private partnership approach promoted under the Second Executive Programme of the Economic Modernisation Vision 2026–2029.
The Programme will support the rehabilitation of the West Jerash, East Jerash, and Kufranjah Wastewater Treatment Plants, together with the development of sludge treatment and biogas production facilities.
The project aims to utilize biogas generated through wastewater treatment to produce clean electricity on-site, reducing reliance on conventional electricity sources, lowering energy and operational costs, and improving the overall efficiency and sustainability of the treatment facilities. At the same time, improving the quality of treated effluent will support its safe reuse for irrigation, contributing to water conservation and reducing pressure on conventional water resources.
The initiative reflects the continued cooperation between Jordan, Germany, and the European Union in supporting the modernization, energy efficiency, water reuse, and long-term sustainability of Jordan’s water sector. KfW Development Bank and the European Union continue to support strategic programmes and projects addressing the Kingdom’s water-sector priorities.
